‘Russia Feels It’s Being Heard’: Trump Advancing Secret 28-Point Plan To End Ukraine War

Here we go again: the Trump administration is desperately seeking to revive the peace effort in Ukraine, this time coming up with a 28-point plan which is modeled off the so far successful Gaza ceasefire.

The US is said to have been quietly working with Moscow on a new initiative to end the war in Ukraine. It’s being called a ‘secret’ plan and effort, according to Axios. It has led to a series of behind-the-scenes meetings and draft plans as Washington explores what conditions might allow for a political settlement.

The 28-point framework is organized around four major themes: securing peace in Ukraine, establishing security guarantees, addressing broader European security concerns, and defining the future of US relations with both Russia and Ukraine. An important highlight is that the talks are taking place without Ukraine or Europe at the table.

A senior Kremlin official cited in Axios said he was “optimistic” about the plan’s prospects, arguing that it aligns more closely with Moscow’s views than previous diplomatic efforts.

But is control of land or territorial concessions to be resolved? It’s unclear whether the secret plan tackles this head on, but if Russian officials are warming to the 28-point plan, then it likely touches on this.

Trump’s envoy, Steve Witkoff, has been overseeing the drafting process and has held extensive discussions with Russian negotiator Kirill Dmitriev, the head of Russia’s sovereign wealth fund and and top Putin representative in talks.

Dmitriev revealed to Axios he spent Oct. 24–26 in Miami in intensive talks with Witkoff and Trump advisers. Crucially he said that for the first time “we feel the Russian position is really being heard.”

Zelensky’s national security adviser, Rustem Umerov, has also been quoted as saying “We know the Americans are working on something.” This remark came as a planned meeting in Istanbul involving Witkoff, President Zelensky, and hosted by Erdogan on Wednesday has been altered. US Army representatives will reportedly be involved, and will meet with Zelensky, likely to pitch the new 28-point plan and brief him on progress.

Further interesting is that White House official told Axios Trump believes the war could “if flexibility is shown,” adding: “The president has been clear that it is time to stop the killing and reach a deal to end the war.”

Ukraine supporters are already vehemently complaining the talks are taking place secretly and without Kiev’s direct involvement or input…

But then again, all the sides have been down this road before, and even recently, and yet at those moments Moscow’s real, pressing concerns were not directly dealt with, including a clear and permanent commitment that Ukraine will never join NATO, along with territorial concessions – starting especially with Crimea.

Trump expressed optimism in Tuesday comments, claiming that “I’ve actually stopped eight wars. I have another one to go with Putin. I’m a little surprised at Putin. It has taken longer than I thought.”

Internet services provider Cloudflare says that a fault in its bot detection system triggered an outage that took down around 20% of webpages, including several crypto platforms.

Cloudflare said in a post-mortem statement on Tuesday that a “feature file” used by its Bot Management System to fight off cyberattacks grew beyond its normal limit, leading to a failure in Cloudflare’s software.

“We are sorry for the impact to our customers and to the Internet in general. Given Cloudflare’s importance in the Internet ecosystem any outage of any of our systems is unacceptable.”

The company initially suspected the incident was caused by a hyper-scale Distributed Denial of Service attack, but confirmed there was no cyberattack or malicious activity.

Cloudflare handles roughly 20% of internet traffic and powers around one-third of the top 10,000 websites, apps and services.

Its outage took out the websites for Coinbase, Blockchain.com, Ledger, BitMEX, Toncoin, Arbiscan, and DefiLlama, as well as X and ChatGPT, leading some crypto commentators to remark on the crypto industry’s reliance on centralized systems, some of which also went offline when Amazon Web Services suffered a network outage last month.

A spokesperson for EthStorage, which offers a product allowing Ethereum to be used as a web server, told Cointelegraph that the AWS and Cloudflare outages show “centralized infrastructure will always create single points of failure.”

“A complete decentralized web stack is needed more than ever,” the company said.

Last Wednesday, Ethereum co-founder Vitalik Buterin authored a “Trustless Manifesto,” which called on industry builders to never sacrifice decentralization in pursuit of adoption.

Buterin and Ethereum Foundation researchers Yoav Weiss and Marissa Posner, said crypto platforms sacrifice trustlessness from the moment that they integrate a hosted node or centralized relayer, explaining that while it feels harmless, each new checkpoint becomes a potential chokepoint.

Oil prices tumbled overnight following API’s report suggesting a large build in crude inventories, , which would take oil stored in commercial tanks to the highest level in more than five months, if confirmed by official data this morning.

The supply buildup may help cushion the impact of US sanctions against Russian producers Rosneft PJSC and Lukoil PJSC that are set to kick in within days, part of efforts to raise the pressure against Moscow to end the war in Ukraine.

An Axios report that Washington has been working in consultation with the Kremlin to draft a new plan also eased supply concerns, though Moscow denied any talks.

Additionally, Politico reported that the White House is expecting a new peace agreement with Russia by the end of November, which could bring the war with Ukraine to an end.

While on the topic of Russia, Deputy Prime Minister Alexander Novak told journalists that while the country has under-utilized its OPEC+ allocation recently, within the coming months, Russia will be able to increase oil production to the level permitted under the OPEC+ agreement, he said.

“I think within the next few months, perhaps by the end of the year, maybe at the beginning of next year, we will see how the companies [respond],” he said.

“In November, production will be higher than in October. I cannot say exactly by how much right now, but there is an increase.”

Less than 24 hours ago, we noted that Goldman’s Delta-One Desk head, Rich Privorotsky, warned, “while we’re all laser-focused on ORCL CDS and NVDA, maybe what we should have been watching was OWL and COF,” following up on our extensive writing on the subject of private, as far back as March 2024 “What’s Behind The Recent Explosion In Private Credit“, and certainly the precipitous plunge in stock prices within the sector… 

Again, as we highlighted, it got far worse in recent days following news that the alternative asset manager restricted investors from redeeming capital from one of its oldest private credit funds, sending the stock to a 2 year low. 

Two days ago,  Bloomberg reported that Blue Owl announced earlier this month that it would merge its $1.8 billion non-traded business development company, Blue Owl Capital Corporation II, with its $17.6 billion publicly listed vehicle, Blue Owl Capital Corp., or OBDC. 

But investors in the non-traded fund won’t be able to redeem their capital until the merger closes, which is expected to happen early next year, according to a statement. 

Investors in the acquired vehicle will swap their holdings for OBDC stock.

That means they could see paper losses of as much as 20% if the deal closes at current share prices, given that OBDC shares are trading at that much of a discount compared to the value of the fund’s assets.

Fears over asset quality, manager selection and lower earning potential following rate cuts have led to shares of publicly traded business development companies taking a hit this year. Shares of the traded Blue Owl vehicle have declined about 22% so far this year.

Worse, as Privo lamented at BIZD’s performance, those pesky BDC ETFs have failed to have any substantive recovery at all, are now a glaring disconnect to the rest of the credit complex.”

Well things just got a little more stressful in the credit complex as Blue Owl Capital Inc. is calling off the merger of two of its private-credit funds after its shares were hit.

“While we continue to believe that combining OBDC and OBDC II could create meaningful long-term value for shareholders, we are no longer pursuing the merger at this point given current market conditions,” said Craig W. Packer, Chief Executive Officer of OBDC and OBDC II.

Both funds remain strong, with excellent fundamentals, and we are confident in our ability to deliver attractive returns independently as we continue to work with the Board to consider the best future opportunities for OBDC II.”

OBDC’s $200 million share repurchase program that was announced concurrently with the merger remains in place.

Finally, evaporating liquidity conditions in these BDCs is a major problem for the entire market as MS concluded recently, “the point we want to drive home is that credit markets will play a major role in enabling AI-driven technology diffusion” and of all the available sources of credit, the chart below shows just how big the debt hole is that private credit will have to plug.

Translation: private credit is by far the weakest link in the column that supports the US legs of the AI arms race… which is why not if but when the government comes rushing in to backstop the entire space with trillions in taxpayer funds (as it will have to do to prevent China from victory by filling a $1+ trillion gap), private credit will also be bailed out.

Not tomorrow, of course, but one day, when the pain in the sector hits unbearable levels – and Blue Owl’s merger collapse is just another cockroach croking in the coal-mins (to mix metaphors).

Leading Advanced Nuclear Companies Announce More Progress Toward Commercialization

With the US badly lagging China in nuclear power plant rollout, and the Trump admin slow-playing its Industrial Policy in this most critical sector, the private sector is taking matters into its own hands, with two notable developments announced this morning by two of the leading companies in the space, as they pursue commercial rollout. 

We start with developer of modular microreactors, Nano Nuclear, which has completed the initial testing of its proprietary Annular Linear Induction Pump (ALIP) technology. Testing was conducted at their Westchester County, New York, facility in collaboration with aRoboticsCompany.

Nano acquired the ALIP technology in 2024 and is working to develop the magnetic pump design for commercialization. Unlike a normal centrifugal pump used to push water through a pipe, the ALIP is a magnetic pump that is intended to move more exotic reactor coolant without the use of an impeller, including molten salt, liquid sodium, and lead-bismuth, similar to the technology being developed by TerraPower, Oklo, and First American Nuclear. Similar technology was used on one of the first nuclear submarines, the USS Seawolf – a sodium cooled reactor using magnetic coolant pumps.

The pump design was recently tested to 350°C (662°F) to “maximize ALIP’s lifespan in environments where maintenance or component replacement is not an option such as in space, undersea, and nuclear applications. The test outcomes have also provided valuable data for optimizing the pump’s magnetic behavior using novel, highly-engineered materials and unique component geometries.”

Nano also commented that their validations this year at their New York demonstration facility include a full stack of precision manufacturing processes, such as orbital laser welding, and electromagnetic quality control systems, such as 3-D high resolution magnetic field mapping.

Elsewhere, another frontrunner in experimental nuclear technology, Oklo, signed a binding contract with Siemens Energy to begin engineering and design work for long-lead components of the power conversion system for their Aurora reactor at Idaho National Laboratory (INL).

“Siemens Energy and Oklo will develop the best solution for power supply,” said Tobias Panse, Senior Vice President, Steam Turbines and Generators, Siemens Energy. “We offer best-in-class solutions for reliable power supply with the highest efficiency. Oklo’s small modular reactor solutions are ideal for companies with large power demand.”

The Aurora sodium faster reactor at INL is designed to be a commercial scale reactor, which will initially be used for testing and demonstration purposes until NRC licensing is completed. In the meantime, the company will continue to pursue the fast-track regulatory process under the DOE’s Reactor Pilot Program.

Former Treasury Secretary Larry Summers has resigned from the board of OpenAI following the release of messages in which Summers was asking Jeffrey Epstein for dating advice to try and bed a female mentee whose father was a former CCP official.

On Monday Summers announced that he would be stepping back from all public commitments – and while he said he would continue to teach at Harvard, his office appeared to be gone Monday evening

“In line with my announcement to step away from my public commitments, I have also decided to resign from the board of OpenAI,” Summers told Axios. “I am grateful for the opportunity to have served, excited about the potential of the company and look forward to following their progress.”  

Over 20,000 documents were released last week by the House Oversight and Government Reform Committee from Epstein’s estate. 

Summers, a known longtime associate of Epstein, joined the board of OpenAI in 2023 during a brief period in which CEO Sam Altman was ousted from the company – only to return days later. Summers was appointed alongside Bret Taylor, former Salesforce CEO, and Quora CEO Adam D’Angelo – the only member of OpenAI’s initial board who still had a seat. 

In a statement, OpenAI said “Larry has decided to resign from the OpenAI Board of Directors, and we respect his decision. We appreciate his many contributions and the perspective he brought to the Board.”

Meanwhile, the Economic Club of New York postponed a discussion with Summers this week, hours after the Crimson published its article – telling FT that it was “postponed due to an unavoidable change in schedule. 

Harvard Investigates

According to the Harvard Crimsonthe University will launch a new investigation into its ties to Epstein following the Summers scandal. The university had already conducted an investigation in 2020, in which they found that Epstein donated $9,179,000 across 22 ‘gifts’, including a $736,000 donation after his 2006 arrest but before his 2008 conviction for sex trafficking a minor. 

Epstein was also a Visiting Fellow in the Psychology Department in the 2005-2006 academic year despite lacking academic qualifications typically possessed by Visiting Fellows. 

The new probe will cover any new information revealed in the new document dump, including hundreds of messages Summers and Epstein exchanged regarding women, politics, and Harvard-related initiatives. 

Several other prominent Harvard faculty also appeared in the documents, including Harvard Law School professor emeritus Alan M. Dershowitz and English professor emerita Elisa F. New, who is married to Summers, the Crimson reports. 

The cache of documents released last week added to a long paper trail detailing ties between Epstein and prominent Harvard affiliates.

In the documents, New discussed her personal projects at length with Epstein, soliciting thousands of dollars in funding from the child sex trafficker several times — years after Harvard said it had stopped taking contributions from Epstein.

In one 2014 exchange, New and Epstein discussed a potential $500,000 gift to Poetry in America, a television show and digital initiative she spearheaded. She also accepted an unspecified amount of money from Leon Black, an executive at private equity giant Apollo, in a gift that she wrote Epstein helped broker.

“It really means a lot to me, all financial help aside, Jeffrey, that you are rooting for me and thinking about me,” she wrote in December 2015.

So Epstein was advising Summers on how to cheat on his wife, while also discussing fundraising with said wife.

We’ve been hammering on the same theme for months: low- and middle-income consumers are getting financially squeezed

Goldman has flagged imploding sentiment, UBS has revealed the tale of two consumer worlds, and consumer behavior and spending trends show a pullback in discretionary spending, from restaurants to big-box retailers

The strain has become large enough that the Trump administration rolled out “Operation Affordability” last week, an attempt to ease pressure ahead of the midterm election cycle. 

The latest evidence of the ongoing consumer squeeze is one of the largest off-price retail chains in the US, known for selling brand-name and designer merchandise at steep discounts, reported a very solid third quarter

TJ Maxx’s earnings report shows sales beat expectations for the third quarter, prompting it to raise its full-year outlook. This is a sign that an increasing number of consumers are trading down for the off-price retailer. 

Third-quarter revenue came in at $15.1 billion, beating the Bloomberg Consensus estimate of $14.9 billion, with comparable sales also outperforming. Management boosted full-year comp-sales guidance to +4% (from +3%) and raised its earnings forecast. 

“The fourth quarter is off to a strong start, the availability of merchandise continues to be outstanding, and we are excited about the deals we are seeing in the marketplace. With our compelling values and ever-changing, fresh assortments of good, better, and best brands, we are convinced that our stores and e-commerce sites are strongly positioned as gifting destinations for value-conscious shoppers this holiday season. Going forward, we see great potential to continue capturing market share,” TJ Maxx CEO Ernie Herrman wrote in a statement. 

Shares of TJX rose nearly 3% in premarket trading in New York. As of Tuesday’s close, the stock was up 20.5% on the year and trading at a record high.

At the start of the week, Goldman analysts led by Brooke Roach commented on off-price retailers, citing HundreX data showing consumer net purchase intent toward retailers such as Ross Dress for Less, T.J. Maxx, and Burlington Stores, which are improving

Roach showed that Google Trends data for off-price retailers has improved this fall. 

The takeaway is that rising traffic at off-price chains is a clear “trade-down” signal. Target’s already-reported soft demand reinforces the view that more consumers are shifting toward discounters as financial pressure intensifies.

After Ukrainian President Volodymyr Zelensky’s close associate, Timur Mindich, fled to Israel after allegedly masterminding a €100 million corruption scheme, it appears the Ukrainian public is turning on their leader — at least according to polls cited by a Ukrainian member of parliament.

“According to the polls I’ve seen, Zelensky’s popularity has fallen below 20 percent,” said Ukrainian parliament member Yaroslav Zheleznyak.

Zheleznyak’s comments came from a video on the Strana media outlet’s Telegram channel, cited by Hirado

On Nov. 10, the National Anti-Corruption Bureau of Ukraine (NABU) and the Special Anti-Corruption Prosecutor’s Office (SAPO), which are independent of Zelensky’s office, announced an investigation into a major corruption case related to the energy sector, dubbed Operation Midas. The salacious details saw police raid 70 locations and recover stacks of cash, still with barcodes from U.S. banks, in Mindich’s apartment, along with a golden toilet.

The Times of Israel provides more details in the case.

Mindich has reportedly fled to Israel amid a probe of his growing influence within the country’s lucrative industries, and fears that his access was facilitated by his ties to Ukrainian President Volodymyr Zelensky. The two were once business partners, and Mindich’s influence had expanded since Zelensky was elected in 2019.

Mindich was a co-owner of Zelensky’s production company Kvartal 95, named for the comedy troupe that helped catapult the Ukrainian president to fame as a comedian before he entered politics. Zelensky transferred his stake in the company to his partners after he was elected.

Despite expanding his business portfolio since Zelensky’s election, Mindich maintained ties to the entertainment world. Until the corruption probe was exposed this week, he was a producer of the comedy show “Stadium Family” on YouTube. In light of the scandal and his tarnished reputation, the show’s owners shut it down this week.

He is also a relative of Leonid Mindich, who was arrested by Ukraine’s anti-corruption watchdogs in June when he was trying to flee the country, according to local reports; he was charged with embezzling $16 million from an electric power company.

The corruption scandal has shocked the entire global community. Notably, key media outlets are hammering Zelensky with the story, with Fox News even featuring it as their number one news item.

Other outlets like the Financial Times are also hitting Zelensky hard. Even Ukrainian outlets, Ukrainska Pravda, have been running headlines like “How the president’s friends robbed the country in wartime,” which contain salacious details about just how deep Zelensky’s ties go with the corrupt cronies he has long worked with, and who helped fuel his rise to power.

As Ukrainska Pravda notes that another key target in the investigation is also in Israel.

Sources in law enforcement say NABU and SAPO have information that SAPO Deputy Head Andrii Syniuk may have leaked information to some of the participants in the scheme. At that time, however, Mindich’s name was not in the electronic materials.

Following this leak, Mindich’s chief financier Oleksandr Tsukerman, aka “Sugarman”, fled the country.

Tsukerman flew to Israel with Mindich on 29 October to attend a friend’s celebration.

Mindich returned to Ukraine on 4 November, while Tsukerman remained in Israel.

There are already rumors swirling that Zelensky himself may have known about the massive corruption scheme targeting his inner circle, which would explain why he tried to take over NABU earlier this year before he backed off due to international pressure.

NABU’s X account has posted the news: “#NABU and #SAP have sent to court the case of the former Deputy Minister of Energy, who is accused of receiving an undue benefit in the amount of 500 thousand USD for granting permission to export mining equipment from a frontline area.”

According to TASS, investigators searched the Energoatom company, as well as the apartments of oligarch and Zelensky associate Mindich and the currently suspended Justice Minister German Galushchenko, who had been serving as energy minister at the time of the events.

NABU also released recordings from the apartment of Mindich, known as the Ukrainian president’s “treasurer,” which revealed discussions about corrupt practices.

With the evidence, charges were brought against Mindich, Igor Mironyuk, former advisor to the Minister of Energy, Dmitry Basov, security director of Energoatom, as well as businessmen Alexander Zukerman and Igor Fursenko, and Lesya Ustymenko and Lyudmila Zorina.

The defendants also include former Deputy Prime Minister Alexei Chernyshov, who is considered a member of Zelensky’s inner circle.

Mindich fled the country a few hours before the house searches began, which means he was almost certainly tipped off by someone with close connections to the case.

Ukrainian President Volodymyr Zelensky has announced he is going to Turkey Wednesday in order to try and revive negotiations with Russia toward reaching a settlement to end the war.

US special envoy Steve Witkoff is expected to be there for the talks, which would see Turkey play mediator, as it did during short-lived talks in the opening months of the war. However, the Kremlin has made clear that it won’t participate at this point, in the wake of the earlier planned Putin-Trump summit in Hungary having been called off.

Kremlin spokesman Dmitry Peskov told reporters: “No, there will be no Russian representatives in Turkey tomorrow. For now, these contacts are taking place without Russian participation.”

But Peskov did say that President Vladimir Putin remains open to conversations with the US and Turkey on whatever results from the talks, but also emphasized that Moscow is still engaging Washington directly on any potential path forward.

Putin’s special envoy Kirill Dmitriev is not expected in Ankara either, where Turkish President Recep Tayyip Erdogan will be directly hosting.

“Dmitriev held very productive discussion with U.S. special envoy Steve Witkoff on October 24-26 in the United States,” a Russian source told Reuters.

It remains that Russia has the leverage and upper-hand on the battlefield along the front lines, and yet Ukraine and its Western backers still refuse to contemplate territorial negotiations, or also a permanent renunciation of ever joining NATO.

According to the latest from the battlefield via TASS:

Russian troops liberated two communities in the Kharkov and Dnepropetrovsk Regions over the past 24 hours in the special military operation in Ukraine, Russia’s Defense Ministry reported.

“Battlegroup North units liberated the settlement of Tsegelnoye in the Kharkov Region… Battlegroup East units advanced deep into the enemy’s defenses and liberated the settlement of Nechayevka in the Dnepropetrovsk Region,” the ministry said in a statement.

Ukraine will need over $150 billion from its Western backers in 2026 and 2027. The President of the European Commission admitted there were no easy options. 

In a letter to the leaders of the European Union, Ursula von der Leyen argued it was essential for the bloc to plug Ukraine’s $157 billion budget gap over the next two years. “It will now be key to rapidly reach a clear commitment on how to ensure that the necessary funding for Ukraine will be agreed at the next European Council meeting in December,” she wrote

EU bureaucrats on Kyiv’s behalf: send more money fast.

“Clearly, there are no easy options.” Von der Leyen continued, “Europe cannot afford paralysis, either by hesitation or by the search for perfect or simple solutions which do not exist.”

The letter, sent by von der Leyen to 27 European leaders on Monday, was first reported by EuroNews on Tuesday. 

Von der Leyen’s proposal to fill the budget gap calls for EU states to enter into bilateral agreements with Kiev to provide over $100 billion to Ukraine over the next two years. Additionally, she wants the bloc to take on debt to finance Kiev and to use seized Russian assets held in member states. 

Most of the frozen Russian funds are held in Belgium. Brussels has resisted using the assets, believing Moscow will sue to recover the funds. 

Hungarian President Viktor Orban rejected von der Leyen’s call for sending more support to Ukraine: 

“I received a letter today from President von der Leyen. She writes that Ukraine’s financing gap is significant and asks member states to send more money,” he wrote on X. “It’s astonishing.”

“At a time when it has become clear that a war mafia is siphoning off European taxpayers’ money, instead of demanding real oversight or suspending payments, the Commission President suggests we send even more.”

The Hungarian leader added, “This whole matter is a bit like trying to help an alcoholic by sending them another crate of vodka. Hungary has not lost its common sense.”
