Trump Cuts Ukraine Aid As State Dept “Totally Went Nuclear” On Foreign Assistance

The Trump State Department on Friday halted spending on almost all foreign aid grants for 90 days, which also appears to apply to funding for military assistance to Ukraine, Politico reports.

The guidance, issued by Secretary of State Marco Rubio, was sent to all diplomatic and consular posts, and orders all department staffers to issue “stop-work orders” on nearly all “existing foreign assistance awards.”

It appears to go further than President Donald Trump’s recent executive order, which instructed the department to pause foreign aid grants for 90 days pending review by the secretary. It had not been clear from the president’s order if it would affect already appropriated funds or Ukraine aid.

The new guidance means no further actions will be taken to disperse aid funding to programs already approved by the U.S. government, according to three current and two former officials familiar with the new guidance. -Politico

Rubio also outlined the Trump administration’s stance on spending, saying “Every dollar we spend, every program we fund, and every policy we pursue must be justified with the answer to three simple questions,” Rubio wrote. The questions: Does the action make America safer, stronger, and more prosperous?

The new order reportedly shocked State Department officials.

“State just totally went nuclear on foreign assistance,” a State Department official told Politico.

Rubio was confirmed unanimously by the Senate the day before and is the first of Trump’s Cabinet nominees on the job. Previously, he was a senior senator from Florida, and he served on the Foreign Relations Committee for more than a decade. He developed a reputation as a China Hawk and a fierce critic of the neoliberal foreign policy consensus that emerged after the Cold War.

Shortly after taking the oath of office, he sent a lengthy cable to every US diplomatic and consular post worldwide letting them know that the Biden administration had mistakenly emphasized “ideology over common sense,” and “misread the world.”

You’ll Never Guess Who Still Gets Aid…

The document specifies that Israel and Egypt will continue to receive that sweet, sweet US taxpayer money. It also allows emergency food assistance and “legitimate expenses incurred prior to the date of this” guidance “under existing awards,” and also that decisions need to be “consistent with the terms of the relevant award.”

One State Department official as well as two former Biden admin officials told Politico that the pause appears to stop aid to Ukraine, Jordan and Taiwan, while the report suggests that the guidance could open the US government to civil liability from lawsuits over unfulfilled contracts if the terms are deemed to have been violated, said the current and former officials. That said, the note from Rubio clearly states that decision need to be “consistent with the terms of the relevant award.”

Popeyes Cooking Up Partnership With Don Julio In Possible Mass-Market Tequila Blitz To Save Diageo

Trending on X late Friday afternoon is a short promotional video about a partnership between Diageo’s Don Julio tequila brand and American fast-food chain Popeyes. The partnership, set to be officially unveiled on January 31, puzzled the hell out of the internet. However, in the context of the ‘great tequila bust‘ and Diageo’s mounting headwinds, the mass-market strategy to push tequila through unconventional sales channels, such as quick-service restaurants, begins to make a whole lot of sense.

Popeyes’ official Instagram account released a short promotional video with the subtext: “The kitchen is heating up for the big game. Party starts 1.31.25.” Text at the end of the video showed what appears to be a partnership of some sort between Popeyes and Don Julio. Details are scant, and the internet was very confused, while others were excited about tequila and fried chicken. 

Fried chicken and liquor might sound like a party—or potentially a disastrous combination that could leave Popeyes’ customer base puking up a storm. Maybe the internet is confused, but we are not. 

British spirits giant Diageo is in dire straits as cash-strapped consumers have dialed back alcohol spending. Goldman analyst Jack McFerran told clients last week that “there is no sign of a bottom, with risks still skewed to the downside” for European shares in the company. 

In July 2024, CEO Debra Crew warned, “You do see persistent inflation that is really weighing on consumers and weighing on their wallets.”

Given that cash-strapped consumers have pulled back on liquor, an oversupply tequila crisis has emerged in Mexico, which has caused agave prices to crash the most since the Dot Com crash. 

Mexico’s Tequila Regulatory Council recently shared data with Financial Times that showed the industry had 525 million liters of tequila in inventory, either aging in barrels or about to be bottled, by the end of 2023. Of the 599 million liters of tequila produced in 2023, about one-sixth remained in inventory. 

“Much more new spirit is being distilled than is being sold, and inventories are starting to accumulate,” Bernstein analyst Trevor Stirling wrote in a note earlier this month. He said rising inventory levels were due to sliding demand and new distillery capacity coming online. 

Stirling warned: “The tequila industry is set for a very turbulent 2025.”

Given the dire oversupplied conditions in Mexico, coupled with Diageo’s sliding demand for its liquor products, it now becomes entirely clear why the spirits company has explored an unconventional sales channel: partnering with a major QSR to potentially launch Don Julio for the mass market and help jump-start demand to draw down elevated tequila inventories. In return, this could add support for Diageo’s imploding stock.

President Donald Trump has terminated former National Institute of Allergy and Infectious Diseases Director Anthony Fauci’s security detail.

Trump justified the move on Jan. 24.

“When you work for government, at some point, your security detail comes off and you can’t have them forever,” he told reporters in North Carolina, where he is visiting the damage caused last year by Hurricane Helene.

“So I think it’s very standard.”

“You can’t have a security detail for the rest of your life because you worked for government.”

Trump has criticized Fauci, who served in his role between 1984 and 2022, over his response to the COVID-19 pandemic.

“Based on their interviews, I felt it was time to speak up about Dr. Fauci and Dr. [Deborah] Birx, two self-promoters trying to reinvent history to cover for their bad instincts and faulty recommendations, which I fortunately almost always overturned,” Trump said in March 2021, referring to a 2021 CNN documentary.

“They had bad policy decisions that would have left our country open to China and others, closed to reopening our economy, and years away from an approved vaccine—putting millions of lives at risk.”

The Epoch Times has reached out to Fauci via Georgetown University where he works.

Trump has stripped other former Trump administration officials of their security detail.

On Jan. 21, the president ended former national security adviser John Bolton’s Secret Service protection.

“I am disappointed but not surprised that President Trump has decided to terminate the protection previously provided by the United States Secret Service,” Bolton wrote in a post on X.

“Notwithstanding my criticisms of President Biden’s national-security policies, he nonetheless made the decision to extend that protection to me in 2021.

“The Justice Department filed criminal charges against an Iranian Revolutionary Guard official in 2022 for attempting to hire a hit man to target me.

“That threat remains today, as also demonstrated by the recent arrest of someone trying to arrange for President Trump’s own assassination. The American people can judge for themselves which president made the right call.”

Trump said that Fauci and Bolton “made a lot of money” and therefore could hire their own security.

On Jan. 23, Trump terminated former Secretary of State Mike Pompeo and former special envoy for Iran Brian Hook’s security details.

“When you have protection, you can’t have it for the rest of your life,” he told reporters in the Oval Office. “Do you want to have a large detail of people guarding people for the rest of their lives? I mean, there’s risks to everything.”

Edelman released the 25th edition of its Trust Barometer this week, providing insight on how people around the world feel about today’s leaders and institutions.

This year’s report highlights the grievances of people who feel a disconnect between the haves and have-nots.

The survey found that more than six in ten respondents agree that the wealthy don’t pay their fair share of taxes (67 percent) and that the wealthy’s selfishness causes many of our problems (65 percent).

Meanwhile, a majority said that they held a moderate or high sense of grievance against business, government and the rich in 23 out of 26 countries polled.

This opinion was most commonly shared in Spain, Nigeria, South Africa, the UK and Kenya (all between 70-72 percent).

But, perhaps most notably, Statista’s Anna Fleck points out that the report also found that as many as four in ten would approve of violence or hostile activism in order to drive societal changes that would give themselves or their family a better future.

This belief was particularly widespread among younger respondents, with just over half (53 percent) of 18-35 year olds supporting the statement.

In terms of the individual actions, around a quarter of respondents said that attacking people online, intentionally spreading disinformation, threatening or committing violence or damaging public or private property would be acceptable as a way to bring about societal change (between 23-27 percent per answer).

Russian President Vladimir Putin has reiterated Friday that he’s ready to meet with US President Donald Trump in order to hopefully find “common ground” on strategic security and economic issues, particularly related to the Ukraine war.

“It will likely be better for us to meet, and based on today’s realities, speak calmly about areas that are of interest for both the US and Russia,” Putin said in televised comments. “We are ready, but this depends above all on the decision and choice of the current US administration.”

The Russian leader further acknowledged that Trump is a “pragmatic” and “smart” leader. This rare moment of praise at a time US-Russia relations are at a historical low point in modern history came despite Trump’s threats of new sanctions and tariffs unless Moscow quickly ends the nearly three-year long Ukraine war.

“I’ve always had a businesslike, pragmatic and even trusting relationship with the current president,” Putin said in the state broadcast.

And most interestingly, he continued: “And I can’t help but agree that if his victory hadn’t been stolen in 2020, the crisis in Ukraine might not have emerged in 2022.”

These words will be proverbial music to Trump’s ears, which demonstrates that Putin is truly seeking for the much-anticipated meeting to happen quickly. Soon after Monday’s inauguration Trump told reporters he expects to meet Putin “soon”.

Putin in these latest comments painted a theme of the US shooting itself in the foot with the sanctions, which would grow worse if more extreme measures are taken by Washington against Moscow. It had “hurt US interests, undermining the dollar’s role in global financial system,” Putin described as cited in the AP.

“I have a hard time imagining decisions being made that would damage the American economy,” Putin added of potentially extreme fluctuations in oil prices due to America’s sanctions policy and efforts to isolate Moscow.

Putin was indirectly addressing some provocative words of Trump given at the World Economic Forum in Davos on Thursday evening, wherein he laid out that OPEC should to push down global oil prices in order to hurt vital stream of revenue for the Kremlin and its military machine. “Right now the price is high enough that that war will continue,” Trump had said. According to more:

Oil and gas revenues have been Russia’s most important source of cash, accounting for a third to a half of federal budget proceeds over the past decade.

On Friday, Putin downplayed Trump’s economic threats, saying “excessively” low oil prices were bad for both the US and Russia.

Markets have mostly shrugged off the back-and-forth, but oil prices dropped slightly on Putin’s energy comments…

As for the practical reality of what it will take to eventually get Putin and Zelensky at the same table, or their representatives directly engaged, the Russian leader explained the following:

Putin emphasized Friday that he’s open to talks but pointed to Zelenskyy’s 2022 decision to rule out negotiations with Moscow.

“How is it possible to conduct talks if they are banned?” Putin said. “If the talks start in the existing legal framework, they would be illegitimate and the results of those talks could also be declared illegitimate.”

But Zelensky has only within recent days begun to shift his rhetoric a little on this, which is no doubt the result of Trump entering office in expectation of a pressure campaign for peace.

At Davos yesterday…

There are reports saying that Zelensky fumed with anger at not being invited or in attendance from Trump’s Monday inauguration and all the ceremonies and celebrations that go along with it. Certainly Zelensky won’t be happy if Trump in reaction to Putin’s fresh remarks heaps praise on the Russian leader or say any level of positive things. One thing is for sure – Zelensky has lost his rock start status with a new US administration in town, and the global spotlight is now on Trump-Putin.

Insurance premiums of American homeowners rose last year, with rates increasing by more than 20 percent in six states, according to a recent report from S&P Global.

In 2024, insurers raised rates by 10.4 percent as of Dec. 27, which followed a 12.7 percent hike in the previous year, according to the Jan. 21 report from the company.

In total, 33 states saw premiums climb by double digits last year, with the largest spike seen in Nebraska at 22.7 percent. Premiums in Iowa, Minnesota, Montana, Utah, and Washington jumped by more than 20 percent.

Florida had the lowest premium increase at just 1 percent, followed by Texas at 3.4 percent and Nevada at 4.3 percent.

Among the largest 10 private homeowners insurers in the country, American Family Insurance Group implemented the biggest premium rate hike last year at 16.5 percent. This was followed by Liberty Mutual Holding Co. Inc. and the Progressive Corp.

In July 2024, the Insurance Information Institute attributed the rise in homeowners insurance costs to a combination of high inflation and increasing natural catastrophe losses.

“Much like Americans are experiencing higher prices for virtually all material goods, a key driver for homeowners insurance has been around the likes of construction materials, which are an important element used when insurers help customers rebuild after catastrophe strikes,” said the institute’s CEO, Sean Kevelighan.

He said the institute’s analysis revealed that “cumulative replacement costs related to homeowners insurance soared 55 percent between 2020 and 2022.”

Even prior to the pandemic, insurers were struggling to remain profitable as rising costs made this challenging, the organization noted. In 2023, insurers paid out almost $1.11 in claims and expenses for every dollar they took in.

“Insurers play a vital role in the economy, protecting against financial losses due to unforeseen events such as natural disasters,” said Kevelighan. “However, if insurance companies were to become unprofitable and unable to meet their financial obligations, it leaves policyholders without coverage when they need it most.”

Elevated Insurance Costs

During an interview with The Epoch Times last year, Divya Sangameshwar, insurance spokesperson for LendingTree, said that insurance companies can refuse to renew coverage for a property for various reasons including rising home prices, higher risks, and the number of claims filed by homeowners.

“If you live near the coast, there’s been unprecedented rate hikes due to storms and flooding,” she said. “The costs can become so much of a shock that homeowners often consider moving because the insurance premiums are now making their home unaffordable.”

JoAnne Murray, president of Allan Block Insurance in Tarrytown, New York, said that “in the 40 years that I’ve been doing this, I have never seen it this bad.”

One property worth $2 million in Long Island was quoted an insurance of $48,000 per year, up from $6,000, she said. Another property in Florida valued at $7 million had a premium quoted at $340,000.

“One of the biggest factors affecting the escalating costs is wind damage. Hurricanes and tornadoes can destroy a home in just minutes. Trees falling on homes can also cause significant damage.”

The insurance situation is especially serious in California.

In 2023, around 7 percent of realtors saw deals fall through due to insurance issues, with the share jumping to 13 percent last year as of October, according the California Association of Realtors.

Jordan Levine, senior vice president of the association, said nearly a third of realtors were aware their buyers were finding it difficult to secure insurance for properties.

“Folks are already struggling because of housing supply issues and the growth of our economy and demand, so housing affordability has already deteriorated from where it was a handful of years ago,” he said.

“Now, annual carrying costs are going up substantially because of the insurance premiums … and these could be the difference maker for some folks not being able to make that leap into homeownership.”

One of the least successful efforts of the left and many in the media this election was to paint Republican voters as “Nazis” hellbent on destroying democracy.

While once verboten as a political comparison, liberal politicians and pundits have developed something of a Nazi fetish, where every statement and gesture is declared a return of the Third Reich. It seems like each news event presents a Rorschach test where every inkblot looks like a Nazi.

That mania reached absurd, even comedic, levels with the attack on Elon Musk over an awkward gesture during the inauguration celebration.

An exuberant Musk told the crowd, “My heart goes out to you. It is thanks to you that the future of civilization is assured.” As he gave those words, he placed his right hand on his chest and stretched his arm outward, his palm facing the floor. He then repeated the gesture before putting his hand on his chest again.

It was all done in a matter of seconds, but it was enough for the usual mob to erupt in faux outrage.

Pundits insisted that Musk had chosen the moment to come out as a Nazi on national television. The Washington Post breathlessly reported this week how the “Nazi-style salute” had “invigorated fans on the far right.”

The usual liberal professors were rolled out to offer a patina of authority to the ridiculous claim.

Ruth Ben-Ghiat, a professor of history at New York University, declared, “Historian of fascism here. It was a Nazi salute and a very belligerent one too.”

Mike Stuchbery went on X (the company owned by the man he now suggests is a Nazi reenactor) to declare:

“I studied the Nazis at university, taught the history of Nazi Germany on two continents and wrote for major newspapers about Nazi Germany. I am internet famous for fact-checking chuds [gross people] on the history, ideology and policy of Nazi Germany. That was a Nazi salute.”

Well, that settles it.

As the outrage continued, any doubt or dissent was denounced as evidence that you are obviously a Nazi as well.

That became a bit embarrassing when the leading Jewish organization, the Anti-Defamation League, stated the obvious: This was not a Nazi salute but rather an “awkward gesture.”

The core principle of liberal mob tactics is that there can be no divergence, even by a group like the ADL. The way to deal with opposing ideas or writings is by making someone persona non grata. If you do not cancel others, you will be canceled.

So the ADL was effectively declared soft on Nazis by Rep. Alexandria Ocasio-Cortez (D-NY): “Just to be clear, you are defending a Heil Hitler salute that was performed and repeated for emphasis and clarity. People can officially stop listening to you as any sort of reputable source of information now. You work for them. Thank you for making that crystal clear to all.”

We’ve reached a level of absurdity where Jewish advocates are treated like they are virtual Nazi sympathizers.

This is not the first time the Democrats have labeled Trump and his supporters “Nazis.”

It started years ago as Democrats repeated analogies of Trump to Hitler and his followers to brownshirted neo-Nazis. Defeating Trump has been compared to stopping Hitler in 1933, and media personalities like Rachel Maddow went on the air with a hysterical claim that “death squads” were authorized by the Supreme Court.

When Trump held a massive rally in New York’s Madison Square Garden before the election, the media were apoplectic and immediately declared it … you guessed it … akin to a Nazi rally. From the Washington Post to the New York Times, the media formed an affinity group meeting to fret over “echoes of 1939.” In case anyone missed the message, Democratic vice presidential candidate Tim Walz emphasized “a direct parallel” with the Nazis.

Over at the Nation, David Zirin treated Madison Square Garden (known for everything from cage fights to dog shows) as an almost Vatican-like space: “With his fascist New York City rally, Donald Trump has befouled what many believe to be a sacred space: Madison Square Garden.”

So Trump is a Nazi. Musk is a Nazi. Half the country are Nazis.

The problem is that, if you say everyone is a Nazi, then no one is a Nazi. It loses its meaning.

That includes Ocasio-Cortez, who appears to have joined the ranks of the Reich after critics posted her making a Musk-like gesture during a speech.

There was no torrent of media fretting about how the gesture reflected the extremism of AOC’s questioning need for a Supreme Court, seeking to bar Trump and dozens of Republicans from ballots, or supporting censorship. AOC is a certified Nazi hunter, a license that seems only to be available to figures on the left.

Of course, labeling political opponents as diabolically evil fanatics and seeking to bar candidates from ballots sounds a lot like … well … it sounds familiar.

There is an alternative. We can put the rage rhetoric aside and have honest debates over differences on politics and laws. In other words, we can fight over policy … and leave the Nazis out of it.

US Rep. Tony Gonzales, R-Texas, posted on X this morning that the US Department of Defense and US Immigration and Customs Enforcement deported 80 Guatemalan illegal aliens from Biggs Army Airfield at Fort Bliss in El Paso, Texas. The mode of transportation was a Boeing C-17 Globemaster III. 

“Early this morning the Department of Defense assisted ICE with deporting 80 Guatemalan nationals from Biggs Army Airfield in my district. #TX23 has been ground zero for the border crisis and will be ground zero for DEPORTATION operations. In 4 days President Trump has done more to protect our country than Biden did in 4 years,” Gonzales said.

White House Press Secretary Karoline Leavitt shared images of the illegals being loaded onto the military transport jumbo yet. She said Trump is “sending a strong and clear message to the entire world: if you illegally enter the United States of America, you will face severe consequences.”

Several self-proclaimed OSINT accounts on X posted aircraft tracking data of Trump’s first deportation flight of criminal illegal aliens. 

And many more deportation flights are expected as the Trump administration races to secure both the southern and northern borders, aiming to restore national security after four disastrous years of globalists in the Biden-Harris regime.

The White House announced on X that mass deportation flights of illegal aliens have already started: “Just as he promised, President Trump is sending a strong message to the world: those who enter the United States illegally will face serious consequences.” 

On Thursday, ABC News confirmed that four military cargo planes—two C-17s and two C-130s—are being positioned for deportation flights of illegal aliens. 

The Trump administration is racing against time to secure the southern and northern borders to stop the flow of third-world migrants, including criminals, gang members, and even terrorists. There is also an urgent effort underway to restore national security, which has been alarmingly undermined by globalists in the Biden-Harris regime over the past four years. 

Recapping the week on the immigration front:

The ‘Trump Effect‘: Migrant encounters at border ports of entry have dramatically declined since Trump took office on Monday. Imagine that—the Biden-Harris regime had the ability all along to slow or stop the migrant invasion but chose not to, suggesting the crisis may have been intentional. The American people must hold the Democratic Party accountable at the ballot box in future elections for years of chaos. 

Immigration and Customs Enforcement agents have already been arresting criminal illegal aliens, rapists, murderers, serial offenders… 

Democrats in corporate media have had meltdowns over the potential costs associated with the mass deportation of illegal aliens.

What cost do you put on national security?

On Thursday President Trump shocked the World Economic Forum after he called out Bank of America CEO Brian Moynihan – and other banks, for discriminating against conservatives.

Bloomberg referred to this as “an unsubstantiated right-wing conspiracy theory,” while the bank itself issued a statement hours later insisting that “we welcome conservatives,” and “would never close accounts for political reasons and don’t have a political litmus test.“

Except, that’s complete horseshit.

Not only did 13 states warn the bank about ‘de-banking’ conservatives, several people, such as Gen. Mike Flynn, responded with first-hand accounts of what happened to them.

“This is total bullshit. My wife and I lost our accounts with the Bank of Un-America,” said Flynn. “In nearly 30 years, never missed a mortgage payment, near perfect credit score, always paid my bills…they dropped us without warning. Strongest recommendation, dump them and use a credit union instead.”

The Claremont Institute’s John Eastman had a similar experience:

Billionaire investor Marc Andreessen outlined to Joe Rogan in November about the federal government’s rogue “Operation Choke Point.” He described it as a move by the Department of Justice that initially targeted marijuana businesses and gun manufacturers, adding that under Biden, it was then weaponized to destroy political opponents, tech founders, and the crypto community.

Rubio Outlines ‘Sweeping Change’ In Cable To U.S. Diplomats Worldwide

Shortly after taking the oath of office, Secretary of State Marco Rubio sent a cable to every U.S. diplomatic and consular post worldwide. The stark message from the new diplomat: Sweeping changes are coming to a department that had mistakenly emphasized “ideology over common sense” and “misread the world.”

The lengthy cable was sent shortly after Rubio arrived at his new post in Foggy Bottom and was obtained exclusively by RealClearPolitics. It signals a fundamental shift in foreign policy and a realignment of all diplomatic efforts toward putting American needs first.

Toward this end, President Trump’s new diplomat promised to focus on mass migration, terminate DEI policies within the department, end the “censorship of the American people,” and pursue “energy dominance.”

Rubio was confirmed unanimously by the Senate the day before and is the first of Trump’s Cabinet nominees on the job. Previously, he was a senior senator from Florida, and he served on the Foreign Relations Committee for more than a decade. He developed a reputation as a China Hawk and a fierce critic of the neoliberal foreign policy consensus that emerged after the Cold War.

The United States won that conflict against the Soviet Union, Rubio has long argued, only for an out-of-touch elite to place international interest above the concerns of the country. It is this view that likely won him the job.

Before administering the oath of office inside the Eisenhower Executive Office Building adjacent to the White House, Vice President J.D. Vance praised the diplomat, saying that Rubio “more than almost anybody that I’ve met in Washington” had a deep understanding of “the distinctive priorities of President Trump.” In his subsequent cable, as he did during his confirmation hearing, the new secretary immediately defined just exactly what an America First foreign policy would look like in practice.

“Every dollar we spend, every program we fund, and every policy we pursue must be justified with the answer to three simple questions,” Rubio wrote. The questions: Does the action make America safer, stronger, and more prosperous?

To answer those questions in the affirmative and to realign the department with the mission of the new president, Rubio warned the diplomatic corps that the department will be transformed “into one that is innovative and nimble.” Said the new diplomat, “Certain priorities will be replaced, certain issues deemphasized, and some practices we will cease altogether.”

Many of his old colleagues will welcome that message. Republicans have grown frustrated with a department that they argue has become too progressive in all things. Rubio, who authored a lengthy report condemning a “woke” State Department, will be as advertised in the new post. Before Inauguration Day, a shakeup in personnel was already underway at Foggy Bottom. No less than 20 State Department officials, a mix of career diplomats and political appointees of former President Biden, reportedly received notification that their services would no longer be needed.

The first specific agenda item in the cable: stopping illegal immigration and securing the U.S. border. Rubio called tackling this issue, a Trump hallmark, “the most consequential issue of our time” and told his staff the world over that, effective immediately, “this department will no longer undertake any activities that facilitate or encourage it.”

More than 2 million illegal immigrants entered the United States each year on average under former President Biden, a historic surge. In concert with Trump’s executive orders, and lest there be any confusion, Rubio wrote, “The era of mass migration must end.”

Rubio also announced new personnel policies in line with Trump’s executive order ending so-called diversity, equity, and inclusion hiring practices. His predecessor, former Secretary of State Antony Blinken, had emphasized those ideals, requiring department officials to “advance” DEI as a prerequisite for promotion and implement an “equity action plan.” The Biden administration often emphasized that equity must be “at the center.”

Under Rubio, the byword will, instead, be equality. He warned the department will end all evaluation and promotion practices other than those based on “performance and merit,” adding that “strict meritocracy is essential to securing our nation’s future.”

Rubio previously argued while in the Senate that an emphasis on progressive policies at the department had undermined American influence abroad. In a 2023 report co-authored with Florida Rep. Brian Mast, the then-senator highlighted how Biden’s ambassador to France, in line with Blinken’s DEI policies, had “removed paintings of American Founding-era figures and replaced them with pictures of a transgender activist, a violent protester, socialist leaders, and communists in the name of diversity.”

He now has authority over all such posts and practices, and he warned that any counterproductive activities “must, and will, end.” Instead, the new secretary told a diplomatic corps that is still getting to know him that the new administration will return to what he called “the basics of diplomacy.”

“Far too much of America’s diplomacy is focused on pushing political and cultural causes that are divisive at home and deeply unpopular abroad,” he wrote. “This creates unnecessary friction with other nations and obstructs our ability to conduct a pragmatic foreign policy and work cooperatively with other nations to advance our core national interests.”

Another thorny issue that Rubio highlighted is how the State Department combats misinformation and disinformation. He condemned in this cable the “agencies and programs of our own government” that have engaged “in censorship, suppression, and misinformation of their own.”

During the Biden administration, Republicans bristled at the Global Engagement Center, an effort spearheaded by the State Department, which conservatives charged was engaged in censorship of Americans and blacklisting of domestic media organizations. Notably, Elon Musk called the center “the worst offender in U.S. government censorship and media.”

While Rubio said that the department will remain vigilant and continue to combat “enemy propaganda,” any programs under his jurisdiction that “lead or in any way open the door to censorship of the American people will be terminated.”

Biden had previously dubbed climate change an existential threat and a top priority, directing the State Department to put the issue front and center. Again, Rubio said this was a mistake, writing that “much of American foreign policy has been reoriented around climate policies that weakened America.” The department, he added, “will not ignore threats to our natural environment” but will remain focused instead on the stated mission of the new president: “energy dominance.”

Rubio now inherits a world, if not on fire, still smoldering. The land war in Ukraine continues. Tensions remain high in the Middle East despite a ceasefire between the terrorist organization Hamas and Israel. China, meanwhile, is as aggressive as ever in the Indo-Pacific. The new secretary of state will confront it all, and to do so, he began by remaking the department in an America First image.

“Our department will take the lead in revitalizing alliances, strengthening ties with other partners and allies, and countering the malign activities of our adversaries. We will refocus American foreign policy on the realities of today’s reemerging great power rivalry,” Rubio wrote. “And we will explore and creatively exploit the many new and unexpected opportunities that this changing world affords our nation.”
